Fallout 76's Perk Card Buffs Have an Obvious Culprit

Fallout 76 is making major balancing changes to existing perk cards in the upcoming Gleaming Depths update, which are overall considered to be buffs. Yet, while these balancing changes will be conveniently arriving just in time for Fallout 76's new Gleaming Depths raid, it's highly likely that these balancing changes are instead inspired by the playable Ghoul characters coming to the game sometime in 2025.

Based on what's been revealed so far, the upcoming playable Ghoul characters could finally give some competition to the undisputed meta that has dominated Fallout 76's endgame, known as Bloodied-Unyielding builds. Considering that replacing the current meta overnight is likely to land Fallout 76 in a proper controversy, it makes sense that the existing builds are receiving buffs to satisfy players who aren't planning on transforming their characters into a Ghoul. So, it's obvious that Fallout 76's perk card changes are partly due to the upcoming Ghoul playable characters expected to shift the meta.

Since launch, Fallout 76's endgame meta has generally been dominated by Bloodied-Unyielding builds. This loadout requires players to maintain under 20% of their maximum health to benefit from massively increased SPECIAL skills as well as drastically increased damage. Overall, Fallout 76's Bloodied-Unyielding meta build is the ultimate power fantasy, allowing players to pass any given skill check in main story quests and nearly double their damage output compared to standard, full-health builds, making the low-health requirement well worth the risk.

In general, players often use radiation damage to meet the 20% health requirement condition of Fallout 76's Bloodied-Unyielding build, since radiation damage permanently reduces a player's health. However, the upcoming Ghoul playable character generally won't be compatible with Bloodied-Unyielding builds since Ghouls are immune to radiation damage. Although this might initially come as a disappointment, based on what's been revealed so far, players can rest assured that some of the new Ghoul-exclusive buildcrafting tools are already shaping up to provide some healthy competition to Fallout 76's current meta for endgame builds.

An easy way to activate the 20% health condition for Bloodied-Unyielding builds is to shoot the ground with a Gamma Gun.

Not only will the Ghoul playable character be immune to radiation damage, but Ghoul players will be able to draw strength from radiation. More specifically, the playable ghoul character will be able to tap into unique powers using radiation, like Glow and Feral states, which increase the player's damage output and overall survivability. The Ghoul's Feral powers are said to be especially potent for unarmed melee builds in Fallout 76. Additionally, the Ghoul's Glow buffs will be able to synergize when on a team with other Ghoul players, providing strength in numbers.

The Ghoul playable character in Fallout 76 will be able to use both Ghoul perks and the existing human perks.

While there are still several details about the Ghoul buildcrafting tools that are currently unknown, what little has already been revealed is shaping up to be game-changing. So far, it seems like the Ghoul playable character will at least be the new meta for melee builds, but beyond that, it remains to be seen whether Ghouls will be able to dethrone the current Bloodied-unyielding meta for ranged builds in Fallout 76. Although, with the existing meta set to receive several buffs with the upcoming changes to Fallout 76's SPECIAL perk cards, it's safe to assume that these buffs are partly intended to maintain a level playing field for how the upcoming Ghoul buildcrafting tools will shift the meta.
