A prior notice of motion by Coun. Zack Card asked council to review the agreement struck in 2018 that enables home builders to delay payment of development charges for a period of six months from the date of a building permit being issued or the residential unit being occupied.
Card pointed out that more deferral time of 12 months or even more is financially easier for builders to absorb the DCs of larger multi-unit housing projects.
Council voted to take a look at the motion and asked staff to prepare a report for further consideration at a later date.
Card's resolution acknowledged the city is "experiencing housing crisis that negatively affects many aspects of citizens' lives."
He noted in his resolution that "the QHBA agreement should be updated with that organization in light of new industry challenges and needs of residents."
Card added that the city should "incentivize and support our partners to maximize building, helping to relieve the housing crisis in our community."
