Man faces motor vehicle and narcotic charges in East Windsor

EAST WINDSOR, Conn. (WTNH) -- A man, who East Windsor police say evaded multiple police agencies throughout the state, is facing numerous motor vehicle and narcotics charges as well as the risk of injury to a child.

On Friday, the East Windsor Police Department was made aware that a gold Toyota Sienna operated by 34-year-old Steven Samuels, was heading towards their town.

Samuels had been evading officers for the past several days, and officials say he is a felon who has 12 pending cases for similar motor vehicle incidents.

Equipped with suspect information, East Windsor police officers began searching for him on Stoughton Rd. at 4:00 p.m. Due to Samuels' tendency to flee, East Windsor officers coordinated a plan to stop him in an area with few people.

Samuels was spotted on Stoughton Rd. and an officer initiated a motor vehicle stop. As the officer approached the vehicle, Samuels sped away eastbound where a tire deflation device awaited him.

Samuels stopped his vehicle before encountering the deflation device and reversed after spotting a second officer ordering him to stop.

Heading westbound on Stoughton Rd., Samuels collided with a police cruiser, damaging its front bumper, and then veered onto a nearby lawn.

Samuels locked himself in the vehicle and refused to exit, prompting officers to forcefully enter the car to remove him. Samuels was examined and released without injuries from Hartford Hospital.

East Windsor police say while being handcuffed, Samuels stated that his son was in the vehicle. Officers then found a seven-year-old boy in the backseat who was evaluated by medical personnel. The boy was unharmed and turned over to his mother.

In the Toyota Sienna, officials say 18.9 grams of suspected psilocybin mushrooms, 34.4 grams of suspected fentanyl pills (believed to be facsimile oxycodone M30 tablets), 424.6 grams of suspected marijuana, a scale, two cellphones, and various packaging materials were found.

Samuels was bonded out after being held on a $100,000 bond and will appear in court on Dec. 3.
