For a while, I always used Macs fan control to limit the fan speed of my minis, because as I'm sure we all know Apple has a long history of sacrificing noise for size. This worked quite well for my 2011 mini.
However after I got my 2018 mini, I learned about an app called Turbo Boost Switcher, which allows you to disable Intel's "turbo boost" functionality. It's not really a "low power mode", more of a "normal" mode, whereas having the boost enabled is like a "high-performance" mode. Interestingly, I noticed that having TB disabled results in my 2018 staying silent, even under full load. Part of me feels like Apple specifically designed the cooling to operate under the "normal" power consumption of having TB disabled (yet of course Apple provides no option to disable TB).
This kind-of work for the 2011 mini as well, however it only stays quiet with 1 or 2 core loads. Maxing it out still results in loud fan noises. Using CPUSetter (or limiting threads in the program itself) works, but it does slow down the work quite a bit. Fortunately the 2011 isn't my main machine and I don't really care if it takes all night to do some MacPorts upgrade or whatever.
Disabling turbo boost obviously does decrease performance, but the CPU will be operating much more efficiently. The i5-8500B in my 2018 goes from 3.9 GHz to 3.0GHz. It's been a while since I've tested the numbers, I always leave TB off nowadays.
Another thing which helps is flipping the mac upside-down. This is where all of the air gets pulled in for the fans. Taking the bottom cover off will also help a bit, and with the 2018s it's possible to just set the cover on top (without snapping it on) which allows for more airflow while still covering it (slightly less dust).
Speaking of dust, regularly cleaning out your Mac helps massively. There's no mesh or anything so dust just builds up on the fan and heat sink.
