When she was elected as Sacramento's mayor 16 years ago, Betty Howard set her sights on a couple of projects around the city of Sacramento that she says needed to be addressed to help the city progress and flourish.

Those projects included water line replacement along Highway 85 and a completely redone sewer system project.
